The warmth of the natural stone at the base of the building sets the main tone: one of reliability, peace and permanence. Its architecture then rises in a crescendo towards the sky, ending with adagio pearl bas-reliefs and openwork decorative panels. With the arrival of evening, the contours of the building, like the edges of a diamond shimmering in rays of light, are filled with flares which appear to dissolve across the city skyline.
